Scenario A contemplates a future for Trussville influenced by a symbolic “time out” for development, whereby growth slows in the near-term (five to ten years) and city officials target large infrastructure investments in the same time period that provide new infrastructure capacity, and increase its service delivery standards, that were lowered during previous development waves that hit the city.
